Dr. Swadesh Rana’s is a Senior Fellow at the World Policy Institute and former Chief of the Conventional Arms Branch in the United Nations Department of Disarmament Affairs. She was a member of the political cabinet of UN Secretary-General Boutros Boutros Ghali. She is also former Senior Associate at the Indian Institute for Defense Studies and Analyses.
Her current interest is in the modes of combat and tools of violence with a focus on South Asia, which accounts for more Muslims than all of the Arab countries in the Middle East. It is an offshoot of a two decade career at the heart of the international disarmament and counter-proliferation efforts carried out under the auspices of the United Nations.
She has prepared political backgrounders in the Executive Office of Secretary-General Boutros Boutros Ghali, serving as the Focal Point for system wide coordination by Secretary-General Kofi Annan of all programs to curb illicit traffic in small arms , and was a key player in assisting the UN in implementing its first ever pilot project to offer community development incentives for the voluntary surrender of stolen weapons in Albania, bringing together former combatants in a non-negotiating framework to facilitate their resumption of civil life in El Salvador and Guatemala. She was chosen as the Senior Political Aide to the Chief of UNPROPFOR to brief the peace keepers on the political aspects of the situation. These are some of her UN career highlights.
Her understanding of the media’s limits and potentials as a catalyst, an advocate, an information resource, a facilitator, a bridge-builder and a platform comes from first hand exposure to multilateral negotiations for launching a constituency related world disarmament campaign by the UN. Since providing a live commentary on 9/11 on ZTV and its subsequent coverage of US military action in Afghanistan, she contributes expert comments on VOA. Her recent articles include Terropiracy in South and South East Asia, Naxalites as the Gravest Threat to India’s National Security, A Terrorist Spill-Over from the Durand Line, Nuclear Security and the NPT, The Guantanamo Detainees, and The US Rediscovers the UN in Afghanistan.
A Presidential Gold Medalist in Political Science and a PhD in International Affairs, she has received over a dozen awards and honors.
